It's Not About "Racism"

Is it?  Isn't it's about overtaking local police forces with that  "National Police Force" mentioned by B. Hussein Obama during his 2008 campaign:

"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded." 

Now why do they want one of those so badly?
